Both of them are somewhat tactile people in different ways, Lex moreso than Clark. Lex always has something in his hands, be it a glass/bottle of some liquid (water, juice, booze) or his computer. Generally, when he's not touching/fondling something, his hands are in his pockets. While Lex is fine with touching other things and people, he doesn't seem to be comfortable with people touching him.
Clark seems to equate basic touch with reassurance, and usually has someone else touch him. Clark doesn't usually initiate touching somebody, but doesn't seem opposed to somebody else touching him. For example, when talking to him about Lex in Asylum, Martha was touching Clark's hand.
So if Lex seems to need to touch things, and Clark appears to have a need to be touched, they'd have a mutually beneficial relationship.

Typically when somebody is interested in another person, and there's uncertainty attached to that, people test barriers. A part of that is figuring out mutual interest, and a part of that is a certain level of thrill in touching somebody you like.
With Clark and Lex, there's increased uncertainty and an added element of taboo with this. Not only would Clark and Lex have to figure out if the other is interested sexually/romantically in men, but if the other is interested sexually/romantically in him. They started off with some pretty intense and lengthy staring. You get scenes like the Pilot, Hourglass, Shimmer, Rogue, Tempest. After a while, they start touching each other. Little things, like the end scene in Heat when Lex touched Clark's arm, or big things like the impromptu hug/catch in Shimmer and the tie-tying scene in Tempest. When there's no resistance or negative consequence from the other person, Clark or Lex are likely to touch each other again, and for a longer period of time. I doubt that they are sitting down and planning all of this out, it's usually a pretty subconscious thing.

I was looking for a Clark/Lionel clip to use in a video recently, and I looked and looked through the episode I thought it was in and couldn't find it. I finally realized that the scene I was looking for only happened in CotW. I was disappointed that I couldn't use it in my vid, but very amused.
